(along with a whole host of others for the one-shots, annuals, and Hulk issue.) Who are the Thunderbolts you ask? Well, (spoilers) as Elias found out while reading, they’re a bunch of villains pretending to be heroes! Only in Giuliani’s New York could that happen.
